Changzhi further optimizes the land space planning, accelerates the integrated development of "one city, four districts", plans the upgrading of the old city and the construction of the new area, promotes the joint construction of the East Mountain and West River in the main urban area, improves quality and efficiency, and constantly improves the management of urban planning and construction. It will thoroughly implement the large-county strategy, improve the mechanism for the rational allocation of urban and rural factors, and promote the interconnection of urban and rural infrastructure and the sharing of public services. Changzhi has vigorously promoted the coordinated development of the city, accelerated the connection of industrial development supporting facilities and infrastructure between the "one city, four districts" and the other eight counties, strengthened the radiation and driving role of the "one city, four districts". It also actively promotes the large-county construction program by further improving their infrastructure and public service facilities and continue to enhance the capacity for industrial and population development. Changzhi has continuously enhanced its urban radiation capacity, accelerated the construction of Li Huo expressway, started the construction of the reconstruction project of the entire Changzhi section of national highway 208, comprehensively launched the pilot "free flow" charging of national highway ring roads, promoted the construction of five special railway lines such as Shanxi Lu Tie modern logistics park, and accelerated the construction of Pingyao- Qinyuan- Anze-Licheng-Lingchuan Expressway and 309 National Highway, as well as the preliminary work of the reconstruction of the city's first-class highway, actively promote the relocation of Changzhi airport and the preliminary work of the Chang Han Liao high-speed railway project, and strive to start construction in an early date. By realizing convenient connection with surrounding areas, the city can better integrate into the strategic layout of the whole province.
Changzhi keeps strengthening its comprehensive urban governance. Special parking management was carried out, and a four in one parking management system of "planning, construction, management and transportation" was established to effectively alleviate parking problems. By establishing and improving the working mechanism of property management, every residential compound now has access to property services. Through improving public supporting facilities like water supply, gas supply, heat supply and others, and building a new batch of convenience markets, street gardens, urban post stations, and public toilets, the overall environment in the core urban area has been greatly improved and the city became more livable.
Changzhi City has made every effort to improve the quality of urban functions, actively promoted urban renewal and reconstruction, continued to carry out the quality improvement of seven urban main roads, renovated 70 old residential areas, implemented the reconstruction and improvement project of 86 alleys, developed 11 urban main and secondary roads, and renovated three overpasses on rapid connection lines, in a bid to win the title of national pilot city for urban renewal. It will continue to improve the urban road network, open the dead-end road, start the construction of the southeast outer ring expressway, and build six new overpasses, five pedestrian overpasses, two interchanges, and one railway underpass. Accelerate the construction of sponge City, implement the transformation of rain and sewage diversion on 18 roads, promote the pilot project of sponge transformation of centralized residential quarters and urban parks, carry out urban water system environmental treatment focusing on upstream water source river treatment, sewage treatment and ecological wetland construction, and create an urban water circulation system.
In order to expand the urban development space, Changzhi compiled and improved the planning map of Binhu District, optimized the spatial layout of the district, and streamlined its construction and management mechanism. In a bid to build a lakeside ecological demonstration area and create a modern Taihang scenic city, the city strives to promote the construction of Binhu Avenue, tourism road around Zhangze lake and other projects, accelerate the renovation of Beizhai, Xiaochang and Shanghan areas and the construction of supporting road networks and other infrastructure, as well as to introduce new business forms. Anyang Interchange will be built to unblock the north exit of the city. It actively promotes the development and construction of high-speed rail areas, and improves public services and commercial facilities. It also promotes the optimal layout and outward relief of public service resources such as education and health in the core urban areas in an orderly manner so as to drive the outward expansion of the city.
Changzhi has improved its urban development planning, compiled and improved the strategic planning of urban spatial development with high standards, clarified the spatial layout of industrial development, urban cluster construction and core urban area construction, scientifically delineated the "three control lines" of permanent basic farmland, ecological protection red line and urban development boundary, and further optimized the spatial pattern of the city's future development. By streamlining the financial, planning and land management system for its "one city plus four districts" development pattern, the city has been actively promote the interconnection of infrastructure between the surrounding areas of the core urban area and counties, strictly control the planning on both sides of the highways, strive to beautify its skyline, maintain mountain view and waterfront scene, and build a green ecological corridor.
Since this year, Changzhi has made in-depth research on the strategic planning of urban space development, urban water issues, the construction of lakeside areas, urban road networks, and the reconstruction of old urban communities. It has preliminarily planned and determined more than 70 key urban construction projects in 19 categories.
Since last year, Changzhi has focused on the goal of building a modern Taihang scenic city and adhered to the principle of planning at high starting point and high-level construction. The city has raised more than 10 billion yuan from various sources to implement 37 key urban construction projects, synchronously promoted the construction of new areas and the reconstruction of old cities, promoted the construction of lakeside areas with high standards, implemented urban renewal actions, and built 19.7 kilometers of roads and 8 overpasses in the main urban area. The city has achieved breakthrough in three-dimensional transportation, accelerated the transformation of old residential areas and shanty towns, and successfully won the title of National Demonstration Sponge City. The urban functions have been improved day by day; the city quality been continuously upgraded. And the city is presenting a new look.
